An 80 Intimidate verify made Rockwell stand down, but a fight began on the 1st attempt anyway. Perhaps an enemy walked in during the conversation or something? On future reloads, Netanya dashed out of the room when she was done talking. It wasn't worth fighting the remaining soldiers when the end was so close.
